Mikhail Margelov, Special Representative of the President of the Russian Federation on Cooperation with African Countries

Russia on Monday declared Africa as a true continent that has been able to overcome poverty and instability that was underpinning its growth.

“The times when the global community considers Africa to be a continent of instability and poverty are already over. Modern Africa has transformed into a continent of dynamic economic growth,” noted Mikhail Margelov, the Special Representative of the President of the Russian Federation on Cooperation with African Countries.

This achievement, according to Mr. Margelov, was attributable to the resolved stance taken by African leaders and its institutions like the African Union (AU) and the Pan-African Parliament (PAP) in effecting democratic and modernized transformation in the continent.

He made this observation when addressing the Pan-African Parliament at its Second Ordinary Session of the Third Parliament which is ongoing in Midrand, South Africa.

With the height attained by Africa, Mr. Margelov said the continent now ranks among the top priorities of Russia Foreign Policy.

Though, the situation of instability in Africa has improved tremendously within the last two decades, Mr. Margelov’s comments is likely to provoke debate looking at the fragile situation in Mali, Sudan, and the Arab spring that has swept through countries such as Egypt, Libya and Tunisia.

Strengthened Relations

Commenting further, Mr. Margelove called for strengthened relations between the Pan-African Parliament, Federal Council of the Russian Federation and the Russian Senate to ensure development in the Russian-African relation.

He said the Russian Senate has accumulated extensive and helpful experience in inter-Parliament re-cooperation and was ready to share while working with Members of the Pan-African Parliament.

“I see maintenance of permanent working context between inter-Parliamentary Assembly and the Pan-African Parliament as the top priority task s it would help bring our traditionally amicable relations to a fundamental new level and proceed and develop rich history of our traditional friendly relations and give them new positive substance for the benefit of our people,” Mr. Margelov opined.

In his view, strengthened cooperation between inter-Parliamentary Assembly and the Pan-African Parliament based on the principles of respect to human rights, development of democracies, the rule of law and social justice will promote mutual confidence among the two bodies taking into account the interest of all people.

The Hon. Loide L. Kasingo, 3rd Vice President of the Pan-African Parliament in a swift response to Mr. Margelove’s comments was, particularly, grateful to Russia for providing assistance to some countries in the southern part of the African continent, especially, Namibia, during their liberation struggle.

She promised the Pan-African Parliament’s commitment to working with the Russian Senate in a strengthened relation that would foster growth for the benefit of peoples in Africa.
